Kevin Reiners
President and Chief Executive Officer


Mr. Reiners is President and the Chief Executive Officer of SM&A. He joined the Company in September 2005 and has held several positions including Senior Vice President of Program Services, Executive Vice President of Operations and Chief Operating Officer.

Prior to joining SM&A, Mr. Reiners spent over twenty years with Lockheed Martin Space Systems Company. He served as Vice President of Programs and Business Operations where he was responsible for the implementation of Program Management processes and disciplines for all Space Systems programs. Mr Reiners led an SAP ERM/ERP system implementation for the Space Systems Company. He also held positions as the Business Director on the Terminal High Altitude Area Defense (THAAD) program, Controller for Space and Strategic Missiles, and as the Program Manager for the Lockheed--Martin Marietta merger related Consolidation.

Mr. Reiners holds a Bachelor of Science degree in Finance from San Diego State University.

Daniel Hart
Senior Vice President and Chief Financial Officer


As Senior Vice President and Chief Financial Officer of SM&A, Mr. Hart maintains responsibility for the finance, treasury, accounting, human resources, legal, information technology and corporate governance functions of the Company. Mr. Hart joined the Company in 2004 and has held several positions including his recent service as Vice President and Corporate Controller.

Mr. Hart began his career in public accounting at Deloitte & Touche in the Business Advisory & Audit Services group and has held various financial and accounting roles in publicly traded companies culminating as the Corporate Controller role at BIOLASE Technology, a world leading dental laser company.

Mr. Hart is a graduate of the California Polytechnic State University, San Luis Obispo holding a degree in Business Administration, Accounting. He is a Certified Public Accountant by the State of California and is a member of the California Society of CPAs.

Pat Kemp
Senior Vice President


As Senior Vice President of Competition Management (CM), Mr. Kemp is an experienced Practice Area Executive who is responsible for the development and implementation of all CM solutions, services and offerings and ensuring excellent delivery quality to clients.

Mr. Kemp is an executive strategist with an extensive history of winning strategies developed for major competitions including Crew Exploration Vehicle, Joint Strike Fighter (JSF), Broad Area Maritime Surveillance, Unmanned Combat Air System Demonstrator, Northrop Grumman Tanker, and Small Tactical Unmanned Air Systems. He has led successful captures in international markets including Lockheed Martin International business development strategies for Korea, Japan and Singapore and competitions for India, Japan, Korea, Singapore, Saudi Arabia, Italy, Turkey, Spain and the UK. Mr. Kemp rounds out his broad background with extensive Program Services experience including managing a $27M annual team on JSF and has strong sales and marketing experience.

Mr. Kemp holds a Bachelors Degree in Criminal Justice from Washington State University and a Masters Degree in Systems Management from the University of Denver.

Joshua Garvey
Senior Vice President


In his role as Senior Vice President of Program Services (PS), Mr. Garvey is the Practice Area Executive who is responsible for the development and implementation of all PS solutions, services and offerings and ensuring excellent delivery quality to clients. He joined SM&A when his legacy company, Project Planning Incorporated (PPI), was acquired in early 2007. Prior to his current role at SM&A, he served as Vice President of Program Planning and Controls, Vice President of Program Services and Senior Vice President and General Manager for A&D Markets.

At PPI, Mr. Garvey served as the Vice President of Operations starting in 2005. Prior to that, he spent nearly a decade at Raytheon Company working in roles of increasing responsibility from teaching Radar in the field, Mechanical Design Engineering, Program Architecture, Proposal Development, and Systems Engineering Management to spending his last years turning critical problem programs around with a focus on Cost & Schedule.

Mr. Garvey holds a Bachelor of Science in Mechanical Engineering from the University of Massachusetts at Amherst.

Rick Agopsowicz
Senior Vice President


Mr. Agopsowicz is responsible to conceptualize market leading solutions for client business strategy, planning, development, and capture management; as well as develop and manage a high value consulting organization delivering these services at the highest quality to SM&A customers. He serves as Capture strategist for SM&A client's large ($B class) acquisition programs and provides client consulting on account planning and capture plan development.

He joined SM&A in 2001 and has held several positions from Proposal Volume Lead, Proposal Manager, Capture Manager, and as a Senior Vice President managing SM&A's largest IT account. Prior to joining SM&A, Mr. Agopsowicz spent 30 years with the U.S. Air Force serving in Strategic Air Combat Operations, Research and Development, Special Intelligence, Special Technical Operations, and Cyber Operations. These responsibilities included assignments across multiple government agencies in both foreign and domestic locations, culminating in his promotion to an Air Force Information Warfare Center Director

Mr. Agopsowicz holds a Bachelor of Science Degree in Electrical Engineering from the University of Texas, at Austin.

Dennis Colin
Sr. Vice President Sales and Business Development


Mr. Colin is Senior Vice President of Sales and Business Development of SM&A. He joined the company in February of 2004 as Vice President and Account Executive, was promoted to Senior Vice President in 2010, and was promoted to his current position in July 2012.

Prior to joining SM&A, Mr. Colin spent over thirty years with IBM Federal Systems, Loral, and Lockheed Martin from which he retired in 2004. During that time Mr. Colin was a Vice President for 12 years with IBM, Loral, and Lockheed running a number of businesses including their Submarine Programs, Navy Systems, the former Sperry Gyroscope/Bell Aerospace, and adjacent markets, including Rail and Mineral/Oil exploration. Prior to running those activities he ran the AN/BSY-1 Submarine Program, a four billion dollar combat system for the 688class submarines. Mr. Colin also served five years in the US Navy prior to joining IBM.

Mr. Colin has a Bachelor of Science in General Engineering from the US Naval Academy, and a Master of Business Administration in Finance from Virginia Tech.
