Michael is Vice President, Earned Value Management, at SM&A, with management responsibility over the EVM Compliance and Consulting practice.

Michael has over 21 years of experience in project management and project controls within both the government and private sectors. He has worked for several of the leading EPC firms in the industry, to include URS Corporation, Jacobs Engineering, and Kiewit. Until recently, Michael was Vice President of Project Controls for the federal government-dedicated business unit of Parsons Corporation. In this capacity, he was functionally responsible for the business unit’s EVMS, which was used in support of several large DoD and DOE infrastructure projects around the world.

Michael was certified as a PMP in 1999 (currently inactive). He has been an active member of AACE International for the past 10 years, earning additional professional certifications in cost engineering and scheduling as well as currently serving on AACE’s Board of Directors as Vice President, Regions. In addition, Michael is an active member of both NDIA’s Program Management Systems Committee (PMSC) and the Energy Facility Contractor’s Group’s (EFCOG’s) Project Management Working Group (PMWG). He is also an adjunct professor at the University of Southern California, teaching graduate level courses in estimating and scheduling.

Jim Wrisley has over 30 years of experience in project management with significant emphasis on Earned Value Management. He has conducted independent assessments of project management systems for over 300 organizations resulting inrecommendations on how to strengthen the disciplines associated with baseline establishment, performance measurement, and baseline control. He has managed client engagements for the design, implementation and training of management processes in a wide variety of environments including biomedical research and product development, telecommunications infrastructure, aerospace and defense, public utility, environmental restoration, energy research, and engineering and construction. Many of these projects involved owner imposed project management requirements, while others were driven by internal management's desire to integrate sound project management principles into their enterprise-wide management model. His depth and breadth of experience in the EVMS and predecessor requirements, has made him a much sought after facilitator for the advancement of integrated project management processes. Jim is an active member of the NDIA Procurement Committee's Management Systems Subcommittee, the Project Management Institute (PMI) and PMI’s College of Performance Management.

Jim received a Bachelor of Arts with Honors in Economics from Colgate University and completed the Master of Business Administration course requirements at University of Minnesota.

Kim Smith has over 30 years of experience in program/project management, with a specialty in training/educational program development. He has served as consultant to many commercial, aerospace, defense, and energy related clients in the field of program/project management with special emphasis in Project Management, Project Scheduling, and Earned Value Management (EVMS). He has served as an instructor for hundreds of seminars, public and privately sponsored, concerning all aspects of project management, and has developed EVMS certification training programs for many clients. He has also performed as Project Manager for the design, development and implementation of many earned value management systems. He has helped various contractors in their preparation for Integrated Baseline Reviews (IBRs) and led “Mock” Validation/Certification Reviews for clients seeking approval of their EVMS. Mr. Smith was a faculty member at the Air Force Institute of Technology, where he designed, directed, and taught comprehensive courses in acquisition management. He was the Course Director for the Air Force’s System Program Management Course.

Kim received a Bachelor of Science in Statistics from Florida State University and a Master of Science in Systems Management from University of Southern California.

Harry Sparrow has over 30 years of project management experience. He has served as a management consultant to both private industry and government clients such as AgustaWestland, CH2MHill, Lucent Technologies, Northrop-Grumman, Westinghouse, Honeywell, Boeing, Xerox, Logicon, MacDonald Dettwiler, Illinois Power, Ericsson, Lawrence Livermore National Laboratory, Bio-Rad Laboratories and MK-Ferguson. He has been seminar leader for numerous public and in-house seminars addressing project management systems and has been guest lecturer for organizations such as the PMI, AFIT, NCMA, AACE and APICS. Harry is a former president of the Performance Management Association (now the Project Management Institute’s College of Performance Management), an international non-profit professional organization dedicated to the discipline of project management and performance measurement, and an active member of the Project Management Institute. He is an active member of the NDIA’s Program Management Systems Committee, was the recipient of the 1998 David Packard Excellence of Acquisition Award. Harry is one of the named authors of ANSI 748 (EVMS Guidelines), the PMI’s EVMS Practice Standard and the DOD’s Over Target Baseline (OTB) Handbook.

Harry received a Bachelor of Science in Engineering Physics from South Dakota State University and a Master of Science in Industrial Administration from Purdue University.
